The Research Group on European and Comparative Law (DIPEC) of the University of Siena, Italy expresses concern and condemnation for the situation of Turkish academics, who have been dismissed from their universities pursuant to governmental decrees issued under the current state of emergency.
DIPEC expresses full and unconditional solidarity to dear Professor Ibrahim Kaboğlu, who has been dismissed from the University of Marmara pursuant to the most recent Decree published on February 7, 2017.
Over the years, Professor Kaboğlu has taken part to several initiatives organized by DIPEC, becoming a friend to many of us. Thanks to him, an Erasmus agreement is currently in place between the University of Marmara and the University of Siena. In this framework, several students of the Law Department have benefited from this exchange opportunity. Anyone who had the chance of meeting with Professor Kaboğlu could testify to his honesty as a teacher, as a constitutional lawyer and as a promoter of the rule of law.
We respectfully urge the reversal of this decision and the full reintegration of Professor Kaboğlu within the University of Marmara.
Against this framework, we invite you to take the initiatives you consider most appropriate, among them:
a) To address an e-mail to the Rector of the University of Marmara, asking for the full reintegration of Professor Kaboğlu: eminarat@hotmail.com; eminarat@marmara.edu.tr
b) To spare one hour of your lectures for a discussion on what is happening in Turkey, as suggested by the attached call of the “Academics for peace” group.

Il DIPEC esprime tutta la sua preoccupazione e condanna per la situazione degli accademici turchi, colpiti da licenziamenti arbitrari con decreti di emergenza.
In particolare, esprime la piena solidarietà al caro collega Ibrahim Kaboğlu, licenziato dalla Università di Marmara col decreto pubblicato il 7 febbraio 2017.
Il professor Kaboğlu ha partecipato a diverse attività del DIPEC nel corso degli anni, diventando un amico di molti di noi. Grazie a lui è stato firmato un accordo Erasmus tra l’Università di Siena e l’Università di Marmara, di cui hanno beneficiato numerosi studenti. Chiunque lo conosce può testimoniare la sua correttezza come costituzionalista e come attivista nella lotta per lo Stato di diritto.
Auspichiamo una revisione del decreto e una sua piena reintegrazione nell’Università.
A tal fine vi invitiamo a mettere in atto le iniziative che riterrete più opportune, tra le quali:
a) indirizzare una e-mail al Rettore della Università di Marmara chiedendo la reintegrazione del professor Kaboğlu: eminarat@hotmail.com; eminarat@marmara.edu.tr
b) dedicare un’ora nei vostri corsi al tema della situazione creatasi in Turchia, come suggerito dal documento degli “Academics for Peace” che si allega.
