Il progetto ha come Obiettivo Generale quello di sostenere le autorità locali tunisine nella definizione e implementazione partecipata degli obiettivi di sviluppo locale, con riferimento particolare al sostegno di servizi locali integrati per una economia duratura, sostenibile e inclusiva (Ob.8 SDGs 2030) e per l’accesso alla salute (Ob.3 SDGs 2030).
In linea con questo obiettivo , il progetto adotta come Obiettivo Specifico quello di consolidare il decentramento tramite il sostegno alla programmazione inclusiva e alla erogazione di servizi pubblici di qualità nei governatorati di Jendouba, Kasserine, Tataouine, Sidi Bouzid ed aree periferiche di Grand Tunis. Il progetto si focalizza quindi su alcuni governatorati pilota (5) che rappresentano, in 4 casi su 5 (Tataouine, Kasserine, Jendouba e Sidi Bouzid), aree tra le più svantaggiate del Paese. Ad esse di aggiungerà l’intervento sulle aree periferiche del Governatorato di Grand Tunis, regione centrale e storicamente al centro delle politiche di sviluppo del Paese per dare un segnale sull’importanza di tenere insieme politiche di sviluppo locale e sostegno al decentramento nelle ‘periferie’ . L’azione sarà centrata inoltre sulla creazione e il potenziamento di alcuni servizi pilota (Salute di base ed Impiego/economia locale) per costruire sistemi locali ‘faro’ maggiormente inclusivi delle dinamiche di pianificazione e somministrazione dei servizi, che possano essere poi applicati ad altri contesti negli stessi territori, come anche ad altri sistemi locali in territori diversi.
Il progetto prevede 3 macrorisultati. L’Università di Siena parteciperà in particolare alla componente R1 Governance (componente governance), che mira a rendere la governance locale nelle Regioni più inclusiva e rispondente ai bisogni dei cittadini, dotando i Comuni di regolamenti per pianificazione e sviluppo territoriale su salute di base e occupazione giovanile e femminile. In particolare, l’Università di Siena organizzerà alcuni workshop su pianificazione territoriale e ruolo del settore pubblico nella promozione del territorio.
Local Development and Decentralized Services
The General Objective of the project is to support the Tunisian local authorities in the definition and the participatory implementation of local development objectives, with particular reference to the support of integrated local services for a sustainable and inclusive economy (Goal 8 SDGs 2030) and for access to health (Goal 3 SDGs 2030).
In line with this objective, the project adopts as a Specific Objective that of consolidating decentralization by supporting inclusive planning along with the provision of quality public services in the governorates of Jendouba, Kasserine, Tataouine, Sidi Bouzid and peripheral areas of Grand Tunis. The project therefore focuses on a number of pilot governorates (5) which are, in 4 cases out of 5 (Tataouine, Kasserine, Jendouba and Sidi Bouzid), among the most disadvantaged areas in the country. In addition, action will be taken in the peripheral areas of the Governorate of Grand Tunis, a central region that has historically been at the center of the country’s development policies, to give a signal of the importance of combining local development policies with support for decentralization in the ‘periphery’. The action will also focus on the creation and enhancement of several pilot services (Basic Health and Employment/Local Economy) with the aim of building more inclusive ‘flagship’ local systems of the dynamics of planning and delivery of services, to be then applied to other contexts in the same territories, as well as to other local systems in different territories.
The project foresees 3 macro-results. The University of Siena will specifically participate in the R1 Governance component, which aims to make Regional local governance more inclusive and responsive to the needs of the citizens, by providing the Municipalities with regulations for territorial planning and development on basic health and youth and female employment. In particular, the University of Siena will organize some workshops on territorial planning and on the role of the public sector in the promotion of the territory.
